Title: MOTION - NO. M-26-311 - BY: COUNCILMEMBERS MORRELL, HUGHES AND MCCARRON Brief: Requesting that no later than December 31, 2026, the SWBNO board of directors shall submit new bylaws for the utility to the Council. The bylaws shall include 1-) provisions related to the responsibilities of the executive director and general superintendent, including the potential combination of these positions, and 2-) provisions related to the utility’s procurement policies to ensure compliance with all applicable laws and the city’s commitment to fairness and equity. As part of its review of the bylaws, the board of directors shall consider whether the board should meet in the Council’s chamber periodically. Annotation: (This matter was introduced on 8/6/26).
